Many municipalities have adopted community development plans or comprehensive master plans recently, including Newburyport, Gloucester, Beverly, Peabody, Merrimac and West Newbury to name a few. Master plans are the result of community-wide input and participation and are a powerful tool for articulating and meeting smart growth objectives.
