Regional Planning Agencies [RPAs]

RPAs are excellent resources for local planning. Communities often rely on them for technical assistance and general guidance. Essex County is divided by two planning agencies:

Merrimack Valley Planning Commission (MVPC) in the north
Metropolitan Area Planning Council (MAPC) in the south

The MVPC's primary mission is to support the orderly growth of the region as a desirable place to live and work.

Essex County Communities serviced by MVPC: Amesbury, Andover, Boxford, Georgetown, Groveland, Haverhill, Lawrence, Merrimac, Methuen, Newbury, Newburyport, North Andover, Salisbury, West Newbury.

The MAPC is a regional planning agency representing 101 cities and towns in the metropolitan Boston area. Created by an act of the Legislature in 1963, it serves as a forum for state and local officials to address issues of regional importance. As one of fourteen members of the Metropolitan Planning Organization (MPO), MAPC has oversight responsibility for the region’ s federally funded transportation program.

The MAPC district is divided into eight sub-regions and encompasses coastal communities, older industrial centers, rural towns, and modern cities.

The North Shore Task Force serves the sub-region that includes the following Essex County Communities: Beverly, Danvers, Essex, Gloucester, Hamilton, Ipswich, Manchester-by-the-Sea, Marblehead, Middleton, Peabody, Rockport, Salem, Swampscott, Danvers, Wenham.
